Turkish Intelligence exceeds its budget by 13 %
Turkey’s spending on intelligence has exceeded its 2017 budget over 13% and reached 2.2bn Turkish lira (315 million Euro), according to the annual report of The National Intelligence Organisation (MİT).
Most of the Turkish institutions were linked to the president after the June 24 snap elections which gives the president, Recep Tayyip Erdogan, substantial executive powers with decree-laws under the state of emergency.
The annual report emphasises that the MİT is operating under the president and is responsible only to the president for fulfilling of its duties.
The MİT does not comply with the law that forces public administrations to prepare activity reports listing specific spendings and annual plans. Thus, the report provides almost no information about the institution’s activities.
The 14-page report contains a letter describing the reasons behind the over-spending written by Hakan Fidan, the head of the MİT, who is also known to be in the close political circle of the president.
“In this conjuncture, when our country is facing severe challenges, our organisation is obliged not only to eliminate threats but also to act in the direction of increasing efficiency and control in areas of interest,” says Fidan in the letter.
“These conditions and needs are bringing new responsibilities to our organisation day by day, leading to a dynamic evolution of our way of working.”
According to Fidan, the reason for the budget exceeding is the necessity to raise the quality of the equipment and employees to the highest level.
One of the other contradictive budget exceeding was made by the Turkish Directorate of Religious Affairs (Diyanet) after the MİT. The Diyanet received a budget contribution of 7.7bn Turkish lira. However, at the end of six months, the agency spent 4bn, the year-end realisation estimate was updated to 8.3bn lira.
